Gerrit (and labs) account request information

1. Open http://www.mediawiki.org/wiki/ in a new tab, and create an account.
2. Visit the Developer access page, and click the Request an account link. Follow the instructions there.

That's all there is to it! Now you have to wait for an administrator to create an account for you.
