Organizing team
Wikimania 2013 will be led by a team of volunteers from Wikimedia Hong Kong, the local Wikimedia chapter. Among the Wikimedian community, Hong Kong is best known for its youthful Wikimedians. According to Jimmy Wales during his visit to Hong Kong in 2006, Hong Kong has the "youngest Wikimedian community" in the whole world in terms of participants' age.

Programme committee
The programme committee collaborates remotely prior to Wikimania 2013 to review conference submissions and draw up the conference schedule. During Wikimania, the programme committee will assist the local team to deliver the programme.

Scholarship committee
The scholarship committee sets out the process and criteria for Wikimania 2013 scholarship applications. They review applications and make recommendations to the scholarship-granting bodies, which include Wikimedia Foundation and several Wikimedia local chapters.
