- Abstract
- Wiki-Horizon:"Imagine a world in which every single human being can freely share in the sum of all knowledge1". This preliminary project (WHCETG) is based on: "Wikimedia mission: making knowledge freely available to all", and offering "free culture to the general public", "THE SET OF CORE VALUES1" that shape Wikimedia movement's vision and guide its work,the two Principles (P1 and P2)2, and the Threshold of Globalization2(TG). The goal of this project {designated by (Gtg) is to increase the velocity and the positive acceleration of Wikimedia movement (WM) towards the Threshold of Globalization2, by creating necessary Cultural elements, suitable Educational conditions and appropriate atmosphere for this goal: "Imagine a world in which every single human being can freely share in the sum of all knowledge1, and have a happy, successful, stimulating, progressive, peaceful, interesting and bright life. {Nothing has ever been achieved by the person who says 'This can not to be done' (Eleanor Roosevelt)} This preliminary project (WHCETG) contains two volumes. Volume 1 is devoted to the Entire set of World Population (EWP), and volume 2 is particularly interested in the subset of Global Community of Wikimedia Movement (GCWM) (Wikimedians). Each volume is composed of two sections. Sections 1.1 and 2.1 concern Cultural Outreach, and sections 1.2 and 2.2 Educational Outreach. In this proposal it is suggested to create two committees (Table 1): (a) - a Culture-Education-Justice Committee (CEJC), and (b) - a Program Committee (PC). Briefly three following important challenges are examined in light of the two principles P1 and P2:(a)- Conflict Of Interest (COI). "Movement tensions detract from programmatic work.3 (b) Participation. Editor decline continues to be an intractable problem.3 This is our single biggest challenge.3 (c)-"The ever-growing community of exiles, often labelled "trolls", who departed Wikipedia due to disagreements with the mainstream4", community atmosphere and edit-wars.

N+(t) | The subset of N+(t) corresponds to worldwide humans who are respecting the two principles P1 and P2. The humans inside the subset of N+(t) are moving in positive direction and are contributing positively to human culture, to their environment and their surroundings. They are the best capital, the most excellent source of welth and the greatest opportunity for human future. |
N-(t) | The subset of N-(t) corresponds to individuals who are not respecting these two principles P1 and P2. These individuals, inside the subset of N-(t), are moving in negative direction. This direction leads to wars, genocides, exterminations, corruptions, formation of criminal organizations {such as Mafias, Gangs, Thugs, Triads, Yakuza,Cosa Nostra, drug cartels, Crime Families and Crime Syndicates}, etc. |
N(t) | N(t) represents the total number of global human population. ↔ N(t) = N+(t)+ N-(t). |
β(t) | β(t) represents the fraction of N(t) who are respecting the two principles P1 and P2. ↔ β(t) = N+(t) / N(t). |
G(β) | G(β) ≥ 0.75: This goal and mission corresponds to a high level of worldwide human culture and education when the overwhelming majority (for example a majority of 75 per cent or 3/4 ) of world population (and in particular elected representatives and decision makers5 ) respect the two principles P1 and P2. |
